Dr. Jabiri Kuwe Bakari
Dr. Jabiri Kuwe Bakari is a Tanzanian pracademic with a Doctor of Philosophy in Computer and System Sciences from Stockholm University in Sweden (2007), specialising in ICT Risks and Security Management, a Master of Science Degree (Engineering) in Data Communication from the Department of Electronic and Electrical Engineering, Sheffield University, UK (1999), and a Bachelor of Science Degree in Computer Science from the University of Dar es Salaam in Tanzania (1996). His experience includes both academic and practical aspects. He is also a reputable researcher, trainer, author, analyst, and counsellor with more than 25 years of expertise in ICT management.
He was the first CEO of the former e-Government Agency, taking the lead in its establishment from April 2012 to January 2020. He also oversaw the Agency's transformation into the e-Government Authority (e-GA) with the passing of the e-Government Act No.10 of 2019, where he served as the first Director General until April 2021. During his tenure at e-GA, he guided the organisation from its inception to a well-established and reputable institution, with notable accomplishments including the development of shared public Information and Communication Technologies (ICT) systems and infrastructures, the improvement of e-Government consultancy and technical support systems, and the coordination of e-Government initiatives through the implementation of e-Government Frameworks, Standards, and Guidelines. Dr. Bakari has advocated for the notion of "home-grown ICT solutions to solve ICT challenges and build resilient e-Government solutions".
Prior to joining e-GA, he worked as a Senior Lecturer and Director of the Institute of Educational Technology (IET) at the Open University of Tanzania (OUT) for five (5) years (2007-2012), following ten (10) years (1996-2007) at the University of Dar es Salaam (UDSM) in various technical, management, and leadership positions, including Associate Director of the University Computing Centre (UCC). While at UCC, he was instrumental in transitioning the Centre into a Limited Liability Company in 2000, where he rose to the position of Deputy Managing Director before departing for Ph.D. studies in 2003. When he returned in 2007, he was restored as the Deputy Managing Director, in responsibility of Finance, Administration, and ICT Services.
Working as a Director and Lecturer at the Institute of Educational Technology (IET) at the OUT, he was the driving force behind the institute's restructuring, which included the construction of ICT Training Centres across the country, particularly regional centres. As a Cisco Regional Academy Coordinator and a Certified Cisco Academy Instructor, he was instrumental in establishing Cisco Academies in Tanzania in 2000. He also pioneered the development of the Tanzania Education and Research Network (TERNET) in 2008 and served as its first Executive Secretary until 2012.His primary research focus is on ICT Security Management, and he has published and presented numerous articles and papers at Information Systems Security Association (ISSA), International Federation for Information Processing (IFIP), and Institute of Electrical and Electronics Engineers (IEEE) International Conferences.
Furthermore, Dr. Bakari is an active member of the Information Systems Audit and Control Association (ISACA), Tanzanian Chapter, where he served as Vice President from 2011 to 2015. He is also a Certified Director who has been working as a part-time facilitator of Directorship programmes focused on ICT Governance at the Institute of Directors in Tanzania (IoDT) since 2017 to date. Dr. Bakari is the current Director General of the Tanzania Communications Regulatory Authority since his appointment by the president in April 2021. He is also a Member of Digital Innovation Board of the Innovation and Entrepreneurship Alliance for Digital Development of the International Telecommunication Union (ITU) from October, 2023 to date.
